If putting skill points into the weapon speed stat, the swinging speed will remain the same.
Not really much to explain on how to reproduce the bug, just put points into the speed and see.

Maybe us dont talk about the same thing. The speed it's the cooldown. I talk currently without checked it. I valid you after a test.

The speed is improved of 1.25% per level. Then level max = +25% in speed.
